Caltrans Adopt a Highway Program
Founded in 1989, the California Department of Transportation (Caltrans) Adopt a Highway Program allows individuals, businesses, and organizations to help maintain roadside sections within California’s Highway System. Groups can choose to participate in the program as volunteers or hire a third-party contractor to do the work on their behalf.
Over the years, over 120,000 Californians have enhanced and cleaned more than 15,000 shoulder miles of roadside. In addition, participants in the program can choose to volunteer in one or more of the following activities:
- Removing litter
- Controlling vegetation
- Graffiti removal
- Planting and establishing trees or wildflowers
Caltrans issues five-year permits for adoption, and they usually span a two-mile stretch of road. Groups with a stellar reputation can renew their permits for as long as they wish. All volunteers can participate freely, and Caltrans includes signs at no charge.

- The program runs nationwide.
- The program began as a government-public partnership.
- Caltrans requires road cleanup sponsors to take safety courses.
- Caltrans issues adoption permits for five-year terms but doesn’t charge a penalty for pulling out early.
